In this report the InCI, Institute for Construction and Real Estate, presents the main indicators on public procurement in Portugal, thus contributing to a better knowledge of this important area of activity of the public sector.
The report is based on data from the BASE portal and provides an overview of public procurement in Portugal in 2011, a year marked by wide-reaching cuts in public expenditure in general and in “public procurement” in particular, as a result of the impacts of the sovereign debt crisis and the budget restrictions.
The overall figures in this report show from the outset a sharp decrease in new public procurement contracts as compared to the preceding year, with the total value of national public procurement falling from EUR 11 billion to approximately EUR 4.7 billion (a drop of 56%). This decrease can essentially be explained by the significant drop in the number of public works contracts.
