Directive 2014/24/EU on public procurement, whose transposition into national law is under way, provides for the implementation of an European Single Procurement Document (ESPD), as a preliminary evidence replacing the certificates issued by public authorities or third parties. This document is available only in electronic form. It is a self-declaration by the candidates or competitors and is uniform in all Member States.
The ESPD aims at contributing to increase cross-border participation in public procurement procedures and reduce the administrative burden arising from the requirement to produce a substantial number of certificates or other documents related to exclusion and selection criteria.
