The Public Procurement Network (PPN) is an informal European-wide cooperation network in the field of public procurement. It operates on the basis of “contact points” – the national representatives in public procurement matters –, which provide support to the contracting entities and the national companies and further the exchange of information and the dissemination and adoption of good practices.
The main objective of the network is to strengthen the application and the enforcement of public procurement rules, through mutual exchange of experience and benchmarking, and to promote the extra-judicial settlement of cross-border disputes, through the creation of a reliable and effective informal cooperation system between the “contact points” of the States involved. This system is designed to be both rapid and costless.
Membership of the network is open to all EU Member States, accessing countries and candidate countries, EEA countries and Switzerland. The European Commission supports the activities carried out within the Public Procurement Network and has the status of observer to the PPN, together with the European Investment Bank and the OECD.
