The strategic use of innovation purchases can help to face societal and global challenges, being a tool to modernize the public sector and accelerate the time to market for innovations. Thus, it can be an important instrument in the service of economic recovery.
A scenario that the National Innovation Agency (ANI) intends to promote, with a commitment to contribute to boost public procurement of innovation in sectors of strategic interest, within the scope of the 2018-2030 Technological and Business Innovation Strategy. In this sense, the Agency formalized, in 2018, a collaboration protocol with IMPIC - Institute of Public Markets, Real Estate and Construction. Supporting the joint work of the two entities are the activities carried out within the scope of Interreg Europe iBuy and Procurement2Innovate (Horizon 2020), two ongoing international projects coordinated at national level by ANI, with close monitoring by IMPIC. Public procurement of innovation aims to focus demand and supply, but, at the same time, be an important instrument for inducing innovation and R&D activities, both in companies and in public entities that purchase products and services.
